No, utilities are power (electricity), water and gas, all of which come from another source. The septic system is outgoing waste, not incoming. As waste, if you were connected to the city's sewage system it still would not be an underground utility. The gas and water definitely are part of the underground utilities and the electricity will be too if it's buried.

No, it is considered part of the dwelling's plumbing system. So it would be covered in a home owners policy as part of the structure.

I would consider it so, but you need to look at the policy definitions. Most of the time, it's not going to be covered, as it's NOT inside the dwelling.

No, it's not something you pay to use. You only pay to have it cleaned out. But the usage is free. Therefore it's not a utility at all.

I don't think so. It is part of your property and you pay to have service done on it.
