It is just a muscle spasm of your esophagus. You get them because all muscles spasm from time to time.

If you mean "hiccups", they are a contraction of the diaphragm muscle located between your chest and stomach. They are usually caused by uncontrollable laughter or indigestion. There are hundreds of hiccup cures, but the one that works best for most people is to breathe in and out rapidly in a paper bag. Something about the resulting carbon dioxide seems to modify these annoying little "hics".
