Yes, they do say what I said they do - they cut out the peripheral light rays. But why would you want to walk around wearing something like that? The only way I could think it would be beneficial would be for someone whose vision was double in one eye - or has a scar over part of the eye that affects the vision - the pinhole glasses might sit just so that they block light getting into the other area of the eye that is causing the double vision.
The cases where they improve vision in cataracts makes me laugh - cataracts are easily removed and covered by insurance when vision is affected. It's a common procedure that most anyone that lives to an older age needs done.
They're not going to relax your eye muscles unless your prescription in your glasses is wrong or you need one and aren't wearing one - they might help you out then. But as the page even says - they decrease peripheral (side) vision, are not good at night, and are not legal to drive in.
If you want to see what it's like - simply poke a small hole in a piece of paper and look through it - or even just curl up your hand to make a small hole to view through.
It does seem remarkable but it just shows you the potential your eyes have of seeing with correction. This is, unless a disease process or scar is blocking your vision.

Snake oil. Many lawsuits against this company.

In other words, don't waste your money.
