I need to find a program that will allow a person to build a web site with this main feature:
I want someone to come to the site, choose from an number of designs, pay via Paypal or credit card and have the image downloaded directly to them.
A self-sufficient site...I've seen them before

There are any number of programs that will help you design such a website. Dreamweaver and Frontpage are probably the most popular.

If you are beginner in web designing i recommend you to start with MS Frontpage.
All features that you mentined can not be done with a program.You should learn programming and use PHP.

Dreamweaver is the standard. The PayPal stuff you will have to code yourself. They provide the code for you to use.

I think www.piczo.com would work. It is free, you can put anything you want on it (no porn) and it supports Pay Pal.
