Because she is a normal healthy child and our sexuality is a part of who we are. many girls start to experience hormone changes and mood swings up to 2 years or more before they actually start to grow breasts or have a period. She needs to know that it is normal and she can deal with the feelings herself in the privacy of her bedroom or bathroom. That it is nothing to be ashamed of but not for sharing. Children as young as two or three will rub themselves inappropriately in public. It feels good so we do it. She just needs to learn to keep it private. It is completely normal and please ignore all the rude people on here.

take that child to a doctor, have her examined and then call the police. nine year olds don't know what horny is until they've been exposed to sex, and why would a nine year old be exposed to sex?

Ok, excuse me, but WTF?! How does a nine year old even know what "horny" is?!! I say there are some issues going on there!!!
Yes, more details would help- Is this your description of her behavior? Or has she actually said she was horny?

It's normal. Girls hit puberty a lot sooner these days. It'd be good to sit down and talk with her about it. Too many parents out there are too scared or simply just don't sit down and talk to their kids about sex. If you don't want to be a grandma anytime soon, then I'd suggest you talk to her. Plus, it'll help her trust you and your bond will grow.

She probly isn't horny may she just likes somebody.... find out which it is... if she is horny... you better keep an eye on her.
