My cat has abandonment issues. He was abandoned about a week after he was born.
Sometimes, he will still come jump on me and grab my thumb to suck on. Other times, he has sucked on his tail. I think it is like a pacifier for them. Helps to relax themselves. He usually falls to sleep after doing this for a while.
I wouldn't worry about it. He may/may no grow out of it.

Some reason children sometimes suck their thumbs. She just has a reflexive need to suck and her mother is not available. You might want to try to wean her to a stuffed toy or a washcloth because she might irritate the skin on her tail after a while.

How old is she? If she is young (under 12 weeks) it could be her way of making herself feel comfortable, or she is learning to clean herself and doesn't know if she wants to chase her tail, or bite it. My kittens actually suck on my male dog when they get tired. I guess it is kind of like a pacifier.
