Here you go, try these steps. Hope it stays organized...
BELT MINDER DEACTIVATING/ACTIVATING
Preparation
Before deactivating/activating the belt minder, set the parking brake.
Place the gearshift in P (Park) (automatic transmission) or the neutral position (manual transmission).
Place the ignition switch in the OFF position.
Close all the vehicle doors.
Unbuckle the driver and passenger safety belt.
Place the parklamps/headlamps switch in the OFF position.
Deactivating/Activating
NOTE:
Steps 1-7 using only the driver safety belt will permanently enable/disable the beltminder feature.
Steps 1-7 using only the passenger safety belt will permanently enable/disable the beltminder feature.
Only one side (driver or passenger) can be enabled/disabled per ignition switch cycle. While programming the driver side, any activity on the passenger side will terminate the programming sequence. While programming the passenger side, any activity on the driver side will terminate the programming sequence.
The programming sequence will terminate if a system fault occurs that requires the illumination of the safety belt, or airbag warning indicator at any time during the programming or confirmation.
Turn the ignition switch to the RUN position. (Do not start the engine.)
Wait until the safety belt warning indicator turns off. (approximately 1 minute )
NOTE: Step 4 must be completed within 60 seconds . Buckle and unbuckle the driver or passenger safety belt 9 times, ending with the safety belt unbuckled. The air bag warning indicator illuminates for 3 seconds after this step.
After the air bag warning indicator turns off, buckle and unbuckle the safety belt again. This enables the belt minder if disabled or disables the belt minder if enabled.
Confirmation of the beltminder being enabled is by the airbag warning indicator flashing 4 times per second for 3 seconds , followed by 3 seconds again.
Confirmation of the beltminder being disabled is by the airbag warning indicator flashing 4 times per second for 3 seconds .
After confirmation, the deactivation/activation procedure is complete.

Basically you don't. There is an abusrdly complex procedure to turn it off for one "ignition cycle", in other words, until you shut the car off. You then have to repeat it each time you start the car.
There's a much easier way, though. Buckle the belt! See? It works! And it might even save your life someday.

You have to unhook a wire under the dash, I had the same problem with a 2005 F350.

Get it up to about 75 mph on the highway and then slam the transmission in reverse. That should take care of it......
