She does it for a reason (known only to her). Maybe she wants him to spend more time with her, maybe he's doing something she doesn't like or approve (shoving her favorite toy or something). Maybe it's her the way of testing the power - in which case, you need to point out to her, lovingly but firmly, that she's not supposed to do that. Just the way you point out that she's not suppose to touch an electricity sockets in the wall and such things.

Does she see you doing the same, even playfully? Kids pick up on what is going on around them, especially what their parents do.
My husband and I joke around alot, and I playfully hit him, and our 4 year old has picked it up, and does the same. With her, though, it's a lot less playful, because she doesn't understand the difference.
I have become more conscious of my hitting, and try not to do it around the kids, even if it is only playfully. To help get her to stop, I hold her hands when she wants to do it, or has done it, and explain to her that it's innapropriate behaviour.

It's a sign that he lets her hit him with no consequences.
Not a good habit to start...she may want to expand her circle of victims soon.
(Horsing around is ok, but she should know that hitting out of frustration is not OK!)

he must not yell at her for doing it and she thinks its funny try sending her to time out if she keeps it up
