My kids (both boys) pee outside occasionaly. My oldest started doing it when we encouraged it because we were getting ready to go on a big tent camping trip- we knew he'd have to pee outside then and we didn't want him to freak out (he had just been potty trained, so we wanted to let him know that in certain situations he can pee outdoors)
We did the same thing w/ my youngest. They know when it's ok to pee outside- like when we go camping, when we are fishing and there is no restroom, or in an emergency at home when the bathroom is occupied (we only have one bathroom) they are allowed to go out behind the tree in the back corner of the yard (we have a big yard too)
I think as long as they know why you are allowing it, and they understand when it's ok, then it can actually be a good thing.

Personally I think this practice is gross. Not too terribly long ago I saw a mother open the door to her car and let her young son whip "it" out and pee right there in the parking lot, not more than 20 steps form the grocery store they had just walked out of. I think in this day in age we should be teaching our children that in civilized society people use restroom facilities to relieve themselves. Now if your camping in the woods that's a different story altogether, however I don't believe that's what you are eluding to.

It depends on circumstances - if you can get them to the bathroom that is best. Kids who are too young to tell you they need the toilet should be in diapers. In general, no, they should not pee outside and certainly not in the pool that other people are using.

i let me boys pee if it's an absolute emergency. My older one is uncomfortable doing so but sometimes it can't be helped.
