Does not the Talmud say, and do not the rabbis write, that it is no sin to kill if a Jew kills a heathen, but it is a sin if he kills a brother in Israel? To answer your question "NO" that's not what it says in the Bible and if any rabbis have written such things then they are contradicting what YHVH has said.

That sounds more like something that is found in the Islamic religion to me.
