It depends on the individual's maturity, the amount of maternal instinct they have. Other factors might be a good reliable support system of family and friends, the availability of money, if the father is in the picture, and how mature he is, is he good support, will he be a loving participant in the child care, or will he be another child to care for.
Personally, I don't think any one should plan a family until they have a high school education or a GED in their pocket at the very least, and maybe even have some job skills, something that may come in handy when, not if, the father takes off. Life is just too tough to be out there alone, with a baby to support, and no skills.
Age? I would say at least 18 to have a child.
How old is too old? If both caregiver/parents do not have the stamina keep up with a 2-year old, if you can't teach the child sports and games because you can't participate with them at least on some level, or have the insight to make sure it gets taught,you maybe are too old. If your will be sending the kid to college when most people are retiring, you may be too old. If you are in your 40's, and thinking about a baby, it is time to think some more. How is your and the father's health history? Does either family history have things in it that may put you at risk for not living to see the child to adulthood? Time to think about risk factors for mother and child, and the incidence of mongoloidism, and other problems associated with late in life pregnacy. And I wish to clarify, there are lots of parents out there with physical disabilities that prevent them from activily participating in their child's care. I am talking about age and stamina, not disability.
So, 17 may be too young, 40ish may be too old, 45 may be too old for most people.

Maturity does not depent upon age and it is a real good idea to have some of it before you start a family, but basically, for argument sake, I'd say anything under 21 is too young, and anything over the age where you can biologically do it is too old. But grammas sometimes make really good moms...

Use 18 years as a guideline. If you don't think you'll be active enough in 18 years to attend a graduation ceremony, don't have kids.
As far as too young is concerned, if you're old enough to be married, you can be a parent. Just make sure you get lots of family/friend support or you'll be overwhelmed.

like in there 30-50 they need to stop they think they are young agian but they not ....... and young girls like 13-18 need to stop that and it is called heoing........
