I am a serious runner too and I am battling 90 degree heat with high humidity out here in Chicago.
Basically when I am deailng with the heat, I:
1) Run in the morning / late evening.
2) I dress with close to nothing as possible.
3) I am sure I am properly hydrated beforehand (should be urinating clearly).
4) Try to run in shaded areas, but this isn't always possible.
5) I cut my mileage, my pace AND my expectations. Let's face it: running on a hot day isn't going to be conducive to setting a personal best.
Be sure you let someone know where you are running. There is no sense of dying of heatstroke.
Sorry there aren't an easy answers on this... but take it from me, you do get somewhat conditioned to running in adverse environments by running in the heat.

Very Simple. Prepare water in disposable water bottle at each and every a million km mark. If you're ding 5km standby five bottles. Use it to pour it over your head and after three hundred meteres your hair will ultimately dry, and it's so fresh you desire to have extra water, This is the best way I beat the Heat.

(1) try to find an outdoor trail that has lots of shading a.k.a lots of trees. the temperate difference between the sun and shade areas can differ as much as 20 degrees. (2) wear breath-able clothing when running. manufactures such as Nike,
Adidas and etc make apparels specially for runner. the fabric evap sweat and heat quickly, so the runner feels a lot cooler. (3) also, do not forget to drink lots of water to keep yourself hydrated.

Sharper Image sells this thing that goes around the back of your neck that works to cool your body. Check it out.
Also, if you are up by 5am for work just go to bed an hour earlier and get up at 4am to run.

Find the most shaded route to run that you can...carry water with you either in a camelpack on your back or a bottle of water in each hand as you run...light colored clothing...not too tight...
Take care of yourself...that heat can be a monster...I walk/jog in the evenings as well...it wipes me out...

Buy a kerchief with those water absorbing balls in it. Places like REI have them. Then soak it in water and wrap around your neck. This cools your blood in your neck -> brain which makes running in hot weather a bit more tolerable.
The only real answer is adaptation.

I would recommend getting some sort of under-armor. Other people say it doesn't work for them, but I think it really does keep me cooler. Other than that keep yourself hydrated, try to run streets that have lots of shade. Good luck!
