When you cut it, you don't get more hair folicals that would give you more hair (eg. make it thicker)
Some say that if you it's cut so short that the hair itself is thicker at the base (stump whatever you want to call it) and as it grows it stays that thick making it thicker...
The problem with that theory is that as you comb your hair, wear a hat, etc, you hair is essentially filed down (made thinner) which would bring your hair back to the original style that it is now....
So do what you want to do... shave it, cut it, grow it out... unless you start going bald... you'll always have the same hair.

SHAVING YOUR HEAD IT WILL NOT GROW BACK THICKER . IN ORDER FOR YOUR HAIR TO CHANGE IS IF YOU WERE TO RIP ALL THE HAIR FOLLICLES OUT OF YOU HEAD SOMEHOW OR IF YOU HAVE RADIATION TREATMENTS. THATS THE ONLY WAY YOUR HAIR WOULD COME BACK DIFFERENT

the hair will grow in a normal manner, but people shave their hair to improve the looks of the hair and it works sometimes..
may be it will make you feel refreshed...so that you will care more about your hair..
but remember that if you shave it and dont care...it will be bad
