Because the baby is bonding with it's mother and at that early of an age, touch and sight are really the only way to bond and learn who everyone is

The mother is looking at the baby, they're bonding, and not much else to look at when someone else is supporting your head.

Babies have been shown to recognize human faces at an early age and prefer to look at them than at other stimuli.
Also, when babies are nursing, their refractive error is usually such that the mothers face is at the right distance for them to be able to see it more clearly.
