Very simple! That person is going further down, down, down.
Example:: Mary took a loan of 300000 dollars. After she ate the money, she realised she can't pay back the bank loan. Suicide is her only way out. But she took another 300000 for God knows what purpose. Then you may say: "just when i think you've hit rock bottom, you start to tunnel."

well, it means one of two things...
1) the person talking to u thinks that they'd had finally realized that you were an awful person but had unfortunately underestimated just how bad you were because you found some new way to shock their socks right off them with something so low they would have never guessed it in a billion zillion trillion years!!!!!!

2) the person talking to you has bad vision, lost their glasses, and has now confused you with some giant form of gopher that thinks you've disappeared into the ground but really you've just found a convenient staircase to walk down....
(probably you've heard it in the first context, but I thought I should mention the second just in case, LOL...)
