I too am a stay at home mom with no car....
arts and crafts work well and so do out door activites like sidewalk chalk, bubbles, pool, sprinkler, bike riding etc....
It is great for you to spend time with her but she also needs to occupy herself, thisis what I did: I organized her toys into bins and then instead of leaving her toys out for her to access when ever she wants, I would take some away (while she wasnt around)....and then wait for a bored moment and whip out a bin of barbies or legos or what ever that she had forgotten all about ....it is called rotating the toys....it really works well.
And of course you can try to do educational things with her as well, get a marble notebook and practice writing.... make flash cards review colors and shapes and things like that. If you have a computer let her play on some websites like

There are sites on the internet that are educational for 4 year olds. You could read to the child, take it for a walk, colour, paint, bake cookies, build with building blocks (lego) etc.
There are a million things to do with a 4 year old.

try letting the child help with chores, go for a walk, play an age appropriate game or learning game or even make up a game. if there is a park in walking distance go to the park for a bit, get the child some crayons and paper and so on let them color teach him/her to read and write, read books to hem/her and so on.

Try crafts- drawing, molding clay, painting, making jewelry. It's all real fun! Now, you will have to supervise at first, but as he/she gets comfortable with the task you can do other things while they play.

Or take them to the park, play soccer or football, or even have them help you cook.

Or TV works too!

play outdoors, print out coloring pages of the internet, play house, get them to help you clean(they don't know its not fun yet), hide n seek, let them help cook-only things that are safe, play music and dance, build a fort out of furniture and blankets and have a picnic indoors, let them play so hard in their room they turn it upside down-then have them clean it(it sometimes takes my son all day to do), art & crafts. Go to familyfun.com, they have lots of arts and crafts.

Play with your child, what kind of games did you play with your mom when you were a wee one?
