Is he is like that with everybody? If he is, he's just being himself around you and trying to be nice. Or if he isn't like that around other people, he could like you! Some guys just get nervous around girls they like.

It sounds like he likes you. If you're afraid of getting burned then take it slow. If he's flirty then flirt back. When you're sure of yourself simply ask him... assuming he doesn't tell you first.
