"Crying over SPILT milk" means there is no use in crying over something that is already lost.

You just spent two hours pulling on a sticky udder to get one gallon of milk and then you spill half the bucket...it sux but all you can do is get another cow and pull on another tit and fill the bucket back up.

It means there is no point in crying over something you cant change. Crying doesnt make the milk go back into the bottle. Probably orginated when times were tough and milk was a commodity.
