How would even be considered cheating they broke up had no further responsibility or obligation to each other. Pretty much your free to do whatever you want. An Ex is an Ex for a reason.

If they were not together at the time she went out with someone else, then she was not cheating. Who knows what he did while they were not together.

no its not cheating unless they were stil together. if her bf and her are back together and she's still with the guy she made out with then thats cheating.
