There is a sealer by TileLab that Home Depot carries that will seal the tile and leaves a high gloss shine. Tile and stone stores carry one called Aquaseal that is more expensive but comes in mega size and also leaves a high luster shine. Both can be applied with a sponge mop.

I am no expert so this is just an idea. Use a high gloss varnish to paint over the tiles and this will make them look glossy and wet. Make sure you aren't doing this in an area where someone could slip because this might make them slick when really wet.

I don't know of a product to apply, but certain glass tiles can have a wet look.

when you want high gloss in any surface, a coat of clear polyurethane will do the trick. Plus it leaves the area or item protected & waterproof.
Careful if used on floors, high transit areas may become slippery.
I have used poly on walls, paintings I have done in acrylic and which I wanted to have an oil painting shine (made in canvas), wood, rocks, tables... It makes colors pop and the shine is glorious! The wet look is achieved.
