Anyone 'can' own a Limosine and drive it for their personal car.

But to drive one for hire, requires a Commercial Drivers license (CDL).

Anyone who has that money to buy and maintain with a drive can buy one.. Why dont you try one for yourself too ...

you need a cdl to drive it.
