The filmy stuff is called "MOTHER" it is one of the few bacteria that can survive in vinegar. Don't panic it won't hurt you a bit, it quite good for the intestines. If you want to make your own gourmet vinegars it is important to leave it alone. However if you are not interested in making your own simply pass the vinegar through a fine strainer or cheese cloth and rebottle the vinegar. Toss away the mother.

I don't think I've seen stuff on top of vinegar...
