Ok first you need to apply for a permit from The US fisha nd game. and talk to the importation of exotic animals commission in Costa Rica.

And before you go you need a health certificate,a nd when you get ther your bird needs to be in quaranteine for 3 months before it can legally enter the country.

Applying for this and getting prepared for this can take between 6 months and a year or more.

Unfortunately, bringing your pets to another country inevitably subjects them to an initial quarantine, which can be as long as six months. During the quarantine they will not live with you, but in a warehouse. :( Sad to say, healthy birds often come out of quarantine sick with something they caught while in there, and it is also very hard on them psychologically as they do not get their necessary out of cage time. If you must go to Costa Rica for a year, see if you can find a new loving home for your pal, or at least somewhere loving to stay while you are gone.

You need to check with the government of Costa Rica. Most countries have a quarantine period for animals where they have to be kept at a vet in that country (at your expense) to check for problems. Some countries period is 6 months.
It might be better if it is this long to find someone to care for your bird until you return.

Brake it softly to him... living in another country is a very important decision. Chat with him... then ask the permit.
