Well, not necessarily. many Goths have a fascination, as individuals, with subects or experiences that most people would be uncomfortable with in most modern societies--but is it really ture that all societies will have a taboo against death, a desire to avoid rather than confront fear, a dsire to keep the skin unbroken? These values are as variable among societties as they are among individuals--in a more death-regarding society, goths would not stand out more, but they would still have something in common--they might not necessarily fit in less, but would have the same interests even if thos einterests were more acceptable.
Anytime people don't fit in they will make a sub-culture to fit in with--but whether or not they don't fit in might have very little to do with their more basic interests.

I am a goth. I don't fit in with other people but I also don't have a goth group that I "hang" with. I am a lone goth.
I am not one of those people that pretend to be goth to be in a goth group. Those people are pathetic.

Clarify. What is it that you think goth people don't fit into, such that the failure to fit into it leads them to create their own group?
