sounds like the bar staff were afraid the place would be shut down and they'd be out of work. i know underage people will always drink, but they should be supervised by good, sober adults.
are the girls and the bar staff relatives? that sounds like it may be the case. are the police also relatives. i know of a place years ago that sold drugs and alcohal. there were some very unfortunate things going on there and some people eventually got fed up because the police were of no help. someone actually planted drugs and guns on the place and called the atf.
that joint is no longer open.
i do recommend legal means though.

The Landlady has broken several licencing laws and objectives. I would advise u 2 contact your local licencing authority. (Council)
Also if this is a managed house, u can contact the company. Eg; M&B, Greene king.
The staff will also be liable for serving the drinks.
The landlady will be a personal licence holder and possibly the DPS (Designate Premises Supervisor)
She may incurr a hefty fine, and possibly a prison sentance, if you can prove this happened.
Hope this clarifies things for you.

If you feel the police cant be of any age take a look who operates the pub. Its always on the pub name sign. Google that company and then contact them by phone or e mail. If you explain what you witnessed they in the most part will not take to kindly

Fill out a police report. She should have her liquor license pulled for allowing minors to drink on the premises.

Sounds like a good old fashioned bar brawl! Why complain? You can only get that kind of entertainment in old westerns - but you lived it!

Start with your local trading standards. All councils have them.

Alternatively phone the licensing association. They should be able to help.

your local authority licensing board will investigate any claims you have of licensees being unfit or improper people to hold such a position, this committee usually consists of local councillors and police ( unfit and improper people to hold such a position )
