All current HD TV's produced have to have an internal HD tuner so it can receive HD signals, basically plug in and go. (you still need an antennae and set up)

You may still find "HD Ready" TV's, which can display the proper resolution (1080i and up, which is half the resolution of the current crop of 1080p sets), but they do not have a tuner, so you will either need to purchase a tuner or rent it from your cable or satellite company to get an HD signal.

So... basically the answer is the only HDTV that costs less than $300 probably doesn't have a tuner or is closeout or display model from 2004 or 2005.

I don't think there is such a thing. You might check e-bay for a used CRT-type that is about 3-4 years old. Sony made them. Even if you do find one like that, it will not have an HDTV tuner which you will need (unless you have cable or satellite with HD). That alone can cost about $200.
