When you are in charge of boys it is harder than with girls. I babysit my nephew all the time and the technique that woirks for me is ask them what they want to do, majority of the time when they have some say in the things they do and go to it makes it that much more fun for them. And they will also be a lot more calm. ALso reward them if their behavior improves give them icecream. That always works in my family. And if they don't chill out then seperate them for eachother for 2 minuets. The become relaxed because they feed off one another and it get boring to bother the older sister all by your self.
I hope my information helps you.

First of all, get off the computer. They obviously want your attention.
Secondly, give them a choice when it comes to their behaviors. For instance, "You can quietly watch a movie OR you may go outside." Another example: "You can stop beating up on your brother OR you can go to time out and mom will know about it."
Thirdly, find out why your brothers are out of control. Did they eat a lot of candy? Are they bored? Find out and change what is causing them to misbehave.
Lastly, sit down with them and play a game, under one rule: every one must behave.
Let them know you are in control.
Trust me, it works. I have tamed the some nightmarish kids from the neighborhood this way.
Good luck!
PS: If they choose time out, general rule is one minute per year. For instance, a five year old gets a five minute time out. Put them in a corner away from the activity. If they move from that corner, time out starts all over. Don't speak to them if they move, just grab them by the hand and put them back in time out. May take a few tries, but it's worth it.

Advise them if they want to horse around then they need to go outside in the back yard, if they want to be in the house then they need to sit down and watch tv or do something to quitely occupy there time. You could also do an activity with them like make playdo or bake cookies (if your mom allow you to do those types of things). If that doesn't work then tell them they are going into time out or your calling your mom.

Put on cartoons, play dinos, cops & robbers, make tents, teach them to dance chacha slides the best, coloring contest, let them play in the dirt, have water wars outside, let the decide what they each want for supper. Anything active that will hold the attention.

Put them in a time out for like 5-10 depending on how old they are. Usually that works for me.

can u take them to the park or something? let them run around a bit and maybe they'll get tired..or put on a dvd, usually they stop what they're doing and sit and watch for hours. take out some paper and crayons, have them draw... or u can play hide & seek? so they have to be quiet? good luck~

you need to keep them occupied. depending on their ages simple activites work on younger children such as colouring in or drawing. as this is a quiet exercise it should calm them down. some children will sit through their favourite film, so maybe you could sit them in front of the telly, but do keep an eye on them, and it has to be something they'll want to watch.

calm them down. depending how old they are, there are many activities you could do, from reading stories to PlayDoh, etc. if they really get bad after tv and video games have failed, threaten to call ur parents, and carry through.
