The best time is when you know they are listening and aren't going to be distracted.
Don't worry about if they like you back. Just do it. Take the risk.
Life without risk is pale & meaning less.
If she doesn't at least she knows and maybe that's enough for that moment.
If she does, you've made the first move and look like you're confident and that both of you are moving in the same direction.
You have nothing to lose ... but time!

when you realise that you truly ahve started liking the person and you want to be with him'her,i guess thats the right time to go and express you feelings without being bothered about the other persons feelings,you have nothing to loose and y do you want to loose a chance by assuming and imagining things on the other persons behalf!!

I wait till they have a mouthful of food, or when I happen to walk in on them while they are in the bathroom. I don't know what it is...I guess I like the look of total surprise.
