There are a lot of ways to annoy people. Follow them around. Talk too much (and too fast.) Stare at them.... invade their personal space by standing really close to them when you talk to them. (especially if you just ate something with garlic) Sniff them and make weird faces. Keep standing right behind them. I have lots...

Repeat whatever they say. Quote Monty Python films. Chew with your mouth open. Taste their food/beverages without asking. Speak in double pig latin. Pretend you have the hiccups.

copy everything they say. or buy a fart or burping machine less than $15 and stick it under their chair in a meeting or between the cushions of the car and let em' rip

cracking knuckles, popping gum, talking non-stop, interrupting conversations just to name a few but it really depends because you have to know someone really well to really annoy them.
