for a wedding gift if it is their 3rd time getting married? This happens to be my step-sister and I'm honestly thinking just a card should do? Any tips?

Etiquette dictates that is not necesary for you to give her a gift for her third marriage if you have already gave her one for her two previous marriages.

A card will suffice. Good luck.

Something that isn't expensive at all because it seems to me that you have been (and probably will be buying more in the future) buying a lot of wedding gifts for the same person

yep! a card would do, maybe a gift card for her fav resturaunt, but I wouldn't go all out for a 3rd wedding, family or not.

A Book:
"How to stay married, For Dummies"
and a card would be nice.

Just so it looks good, get them something little - like a candle set or something for the home. Don't spend a lot.

Hmm third time is the charm? Maybe a pair of hand-cuffs so this one won't get away.
