Any tire dealer should be able to do it. Most will only do it on new tires, however.

Why are you worried about studding snow tires in August when the temperature is 100 degrees ??? :) Check for independent tire stores that sell the brand of tire that you bought....if they sell a studable snow tire, one would think that they would be able to provide the service to you. Normally it is $10 - 15 per tire when you buy the tires from them. The other option would be to look at the tire service companies that are listed in your area on tirerack.com
