Probably when you are home and alone.
Consider the health aspects. Imagine a buffet that serves foods like fried chicken, bbq ribs, etc. Now think of the cross contamination occurring from all those diners licking their fingers, then going back up for seconds, and handling the buffet utensils.
Now think of them using the restrooms, but even though they washed their hands, they pulled the restroom door handle open which was contaminated by others not so conscientious as to wash theirs. But they are not conscientious enough to think about using a paper towel with which to grab the handle, AND the idiots who built the place didn't have the sense to make the bathroom doors push OUT. Then of course, these people head back to the buffet to further cross contaminate the utensils.
So, if you're not certain of the etiquette and cultural issues, then why not consider the HEALTH issues, then do the appropriate thing.
Also, it should go without saying-- stay away from buffets!

When you are at home with close friends and family. Never when you are cooking or in public.
That is funny, I love to lick my fingers instead of using a napkin, i live at home alonso i do it all the time!

When the dinner is completely informal, and you are surrounded by family or others who (supposedly) will not judge you.
Of course, the assumption is that you are eating finger-ish food like fried chicken or barbecue. If you were to lick your fingers after eating soup or peas, you'd not be invited to my house! :o)
In general, the more relaxed the occasion, the more relaxed the "rules" are. So have fun at your picnic/BBQ! But go back to the rules - and check on them - when meeting the parents or the bf/gf.

I think that unless you're at an upscale restaurant or a dinner party that it's okay to lick your fingers. Hey, as long as you're not licking someone else's fingers, it's all good.
