I know you can with most pets as long as you have the shots and a certificate from a vet. Obviously we can't give a small Betta fish shots. Can't seem to get a clear answer on this.

no, you can't ---fish are not allowed in cabin, verify with your airline--plus there are added complications because of the international part of your journey. call varig or whatever airline you are flying
