what are the requirements for a CANADIAN citizen to sponsor a Filipino citizen to come to CANADA?

can anybody help me? what are the requirements for a canadian citizen to sponsor a filipino citizen from the Philippines?

If you are their spouse they need to make an unconditional promise they will support you for a minimum of 3 years. Longer for blood relatives.

They would have to be in a position to be able to do that. Like if they don't work they can't, if they are outside of Canada they can't.
