I would say it depends on your definition of love, but most agree it's the feeling you develop after you've formed an attachment to the person. How quickly an attachment is formed also varies from person to person.
Generally, I think you can develop "feelings" for someone and not be in love with them; fondness, respect, attraction, lust, etc. Some people also can become "addicted" to someone or "obsessed" with them, and interpret that as love. Both are very strong emotions like love, but they're very different and often unhealthy.
How quickly can it turn into love? You're the only one who can decide that. It's unique to each of based on what we think love is and relative to feelings we've had past, present and future.

love can happen anywhere/ anytime/ anyplace. I fell in love once,and I am told that true love happens only once in a lifetime,and rarely are we blessed to have it happen twice. Ok, back to my story. I fell in love, I was younger,and I was on a city bus and i saw him. he was with the other ppl in front of the mall,and my eyes connected with his,and I felt an electric shock all the way to my toes,and i felt it too when i was introduced to him,when our hands touched. I hope I answered it ok.
