The Israeli's are not deliberately targeting civilians. Hezzbollah has broken with the 2nd Geneva convention by basing their operations in the middle of the towns. Is Israel supposed to cease fire long enough for Hezzbolla to regroup and rearm? Israel warns the people where they are going to bomb a day in advance so the civilians can leave.
