I'd like to have a plan in advance before I get bullied too much or get bored down there. Once you're in hell is it better to be really really evil or just slightly mischevious? Would it do you any good to have any morals down there?

Try and get Ronald Reagan for a room-mate. That ought to be a blast. Get him toasted and keep telling him it's Halloween and he's on Candid Camera. Tell him the devil's really just Ted Kennedy in costume and watch him get his @$$ kicked. Forever and ever and ever.

Move somewhere very hot and humid, learn to walk across coals barefoot. Study up on practical jokes and the like as well as the torture methods of the Christian Crusades and the Spanish Inquistion. I would think evil with a touch of humor would work best. Hope that the Devil will be a lot like what is depicted in South Park, only with a better sense of humor.

There is a plan that you can use in advance that will make your problem moot. Give your heart to the Lord Jesus and follow him. Love God more than anything in the world. Praise Him for life, for the ability to think and make good choices. Then choose eternal life with God. There's some things you just need to AVOID, not plan for. This is one of those things!

Find a group of people similar to you, start a gang, and bully people and fight with the other gangs. Maybe you'll kill someone, or die. (What happens if you die in hell??)
On that same vein, what happens if you're good in hell, and you die. Do you go to heaven? Maybe that could be your strategy for going there.

Keep in mind that if you go around f**king everybody up to keep your leadership, you can't ever sleep, and always have to watch your back. I'd say to keep to yourself, and be mischievious for the time being. Once you have established yourself as being invincible, then you can reign terror on everybody.
