what program should i use beside ACDsee, Adobe or Picasa softs?

Your photo is probably of type BMP; and if it is, any photo editing software can reduce it. Load the photo, then 'Save as' filename.jpg

Right click the picture icon > Open with >Paint > Image > Stretch/Skew > & then put the same amount in width & height. File > Save. Then go back to the icon in My Documents or wherever it was saved Right click > Properties & look at the size. Keep doing this until you get the right file size.

You need to lower the size and/or the resolution of the image to make it smaller. Also, saving with jpeg compression instead of bitmap

you should use the 'image resizer' power toy for Windows XP.also you can change the format of the image.you can find programms for image editing like microsoft office picture manager etc.

if you have paint on your computer you can upload it there then resize it. thats what i did for myspace pictures.

if you have a photobucket you can change the size.
