As you can see, there are many reasons your dog could be itching.
The most common is likely to be an allergy of some sort. If the itching began around the same time that the grass began to grow it could be Summer Itch. If your dog itches all of the time it could be a food allergy. My dog has both.
Please see your vet so that a proper evaluation can be done. Your dog is scratching because it is uncomfortable.

When we first got our young beagle he was scratching all of the time. We called our vet and she told us that it sounded like dry skin. She recommended Fish oil supplements (1 per day) to get some oil back into his skin.

It 's possible u may be bathing the dog too often. We took our Yorkie to his first class at Pet Smart and the trainer ask everyone how often should u bathe a dog. I stating every week and she stated u should bathe the dog every two week. You could be drying his/her skin or coat. To be on the safe side.........Take your dog to his vet.

It might be allergies. Our Vet suggested a little Benadryl for our Pomeranian. Dogs can have almost any type of medicine we can - but in smaller doses.

does he have lice
perhaps a food allergy - read your food check for CORN, WHEAT, BEEF, PORK, MEAT MEAL (mystery meat source) , SOY - these are the common allergins and often used as cheap filler in the crappy foods sold in grocery or walmart
food allergies often show up as itchy skin

Change his shampoo or make sure he is properly rinsed. Also, comb his fur regularly. If you need to use conditioners on his fur, then do so.
