Paganism has no restrictions on sex and sexuality. It regards all matters of sexuality as sacred to the God and Goddess. That includes masturbation, which is a perfectly normal and HEALTHY practice!

I can't think of any actual religon that actively encourages it.
Interestingly, although Catholicism says it's to be avoided because it's disordered (i.e. against our best interests as human beings), it's actually very lenient:
"To form an equitable judgment about the subjects' moral responsibility and to guide pastoral action, one must take into account the affective immaturity, force of acquired habit, conditions of anxiety, or other psychological or social factors that can lessen, if not even reduce to a minimum, moral culpability."
(CCC 2352)
It has to be seen in context; as others have pointed out, it is less harmful than many other sexual problems. However, it could be part of a general lifestyle that sees sex as less than the astonishing act of starting a new human life in cooperation with a spouse and God. See my source for a fuller explanation.
You could say that in our society, there is a strand of culture which separates sexual pleasure from its natural source, procreation. While it's not directly religious, it is based on a view of life which is quite "individualistic" and tends to make us lonely. Whereas Christianity (and most similar religions, Islam, Judaism etc) tell us that we are social creatures, made to live in a family, religious group and wider society, and that we find fulfilment by seeking the good of others.
In that sense, I can't think of any religion that explains it better, and more humanely (obsessions and abuses of individuals notwithstanding).

Masturbation is forbidden by God and would fall under the commandment: You shall not commit adultery, considering that masturbation is an act of lust, and sin of the flesh. Jesus Christ said if you look at someone with lust you have already committed adultery within your own heart.
My question is this: Have you, or anyone done this, looking upon someone with lust? Or have you ever lied, or stolen something, no matter the value of the item? If you have, you have broken God’s law, and these are just three of them. I ask another question, what do you think happens when you die? What if you die tonight and find yourself facing God? Do you think He would let you into His kingdom if He judges you by His law: The Ten Commandments? Or do you think He will condemn you based upon the laws you have broken?
Like anybody that breaks the law and faces a judge, he will be sentenced accordingly. It is the same way with God. However, it is not God’s will for any to perish, but to come to repentance. He has provided a way for you to be saved from your sins. God became a man, Jesus Christ, and took on the sins of the world. He died so that the world may be saved. If you repent, forsaking your sins, and turn to God with faith and trust in Jesus Christ, you will be saved. It is a terrible thing to fall in the hand of the Living God, but God, loving the world, gave His only Son, so that we maybe made righteous through Jesus Christ.
The Ten Commandments:
1. I am the Lord your God, you shall have no other gods before Me.
2. You shall not make yourself any idol.
3. You shall not take the Lord your God’ name in vain(Also called blasphemy, or using God’s holy name as a curse word.)
4. Remember the Sabbath day and keep it holy.(Give one day out of the week to God)
5. Honor your father and mother.
6. You shall not murder(Christ said if you hate someone you will be guilty)
7. You shall not commit adultery(Looking with lust is enough to commit it within your heart)
8. You shall not steal.
9. You shall not bear false witness(Lying)
10. You shall not covet.

Some say its good for health when did once or twice in a week but some strictly say it never will be healthy at all....but of all i say it isn't a matter of health at all...there are many other good ways to keep yourself healthy and fit....follow them and not masturbation. I say this is a grave sin and a big offense to your Lord Almighty. Though u think in a scientific way(of health sense), always don't forget that there's a God with super natural powers above all of us...Do not turn ur face against Him and upset Him with such activities that doesn't please Him.

Masturbation is a natural progression of life. When you reach adolescence you tend to want to discover your body and thus begin touching yourself. From a religous standpoint you could say that the beauty of the human body is part of what your god and or God and or gods wants you to have a greater understanding.

In Islam it is forbidden Q23v11 or so. Islam advocate early marriage and if that is kept sacrosanct, then why masturbate? The pervert will find a way out for the devil and this is surely one way.
