No one is hell right now and no one apart from Moses, Enoch, Elijah are in heaven now. The Bible clearly states that the dead are in the grave sleeping till the resurrection morning Daniel 12:2. The Devil is not in charge of hell, see link, he will be destroyed in hell when Jesus comes again.
1 Thessalonians 4:13But I would not have you to be ignorant, brethren, concerning them which are asleep, that ye sorrow not, even as others which have no hope.
14For if we believe that Jesus died and rose again, even so them also which sleep in Jesus will God bring with him.
15For this we say unto you by the word of the Lord, that we which are alive and remain unto the coming of the Lord shall not prevent them which are asleep.
16For the Lord himself shall descend from heaven with a shout, with the voice of the archangel, and with the trump of God: and the dead in Christ shall rise first:
17Then we which are alive and remain shall be caught up together with them in the clouds, to meet the Lord in the air: and so shall we ever be with the Lord.
18Wherefore comfort one another with these words.

no the devil doesnt talk at least not in hell, he speaks here and now. He and the other fallen (angels) are doomed to an eternity of lonely torment of knowing what they lost. They will not sit by the Lord in the Kingdom.
Those that do not accept the Lord in to their hearts (as the bible says: the way to the Father is through the Son) and accept that he has taken all sins we have (or will commit) when he was crucified.
When we are brought before the Lord for judgement you will be judged either through his Son who died for all Sin or you will be judged as you are for all your sin. I prefer to think everyone would prefer the first.
Sorry went a little deeper than I needed to go. To answer your last part, yes you will be able to speak to God and to the Angels. And again no you wont be able to speak to the devil or any of the other fallen. They are here, now, everywhere. Trying to influence you and lead you from the Lord. So they are speaking to you now.

The devil and his demoms are not yet in hell. They are alive and well, spreading evil, and deceiving many to reject Jesus Christ as Lord and Savior.
When the devil is finally cast into the lake of fire, he will not be talking to anyone. "And the devil, who deceived them, was thrown into the lake of burning sulfur, where the beast and the false prophet had been thrown. They will be tormented day and night for ever and ever." (Revelation 20:10). Satan is a defeated foe thanks be to the resurrection of Jesus Christ from the dead! Give your life to Him today so you won't suffer the same fate of the devil.
As for angels talking, they talked many times throughout the Bible. So I am sure they talk in Heaven, too.

Satan is tormenting and speaking now to the inhabitants of the earth. He is misleading the entire inhabited earth through his governments, commercial empire, and false religions. Angels are directing the preaching work of true Christians. Hell is nothing more than the common grave of mankind, the lake of fire where Satan, the false prophets, kings of the earth, and all the wicked end up is called the second death. It is non existence.

nicely i'm no longer an atheist, yet I do have atheist buddies. lots of the time i think of its neither. i do no longer think of they certainly need you to burn in hell yet i do no longer think of they have a real subject for you, the two. they are doing what they have been informed they are meant to do. they think of which will supply them brownie factors with God. What they do no longer understand is that the church is a enterprise. A funds-making enterprise. of direction they choose to recruit as many donating participants as possible. Yes. Satan will make it clear that he was doing his job to decieve beliefers so they get misguided. Angels will be talking and saying Peace Be Upon you.
