Take him out for ice cream and a walk...by a beach, park...etc.
Does he have a hobbie? If so, then take him to a store that sells stuff that he does as a hobbie so he can browse...check things out....you don't have to buy anything...just look. My boyfriend played in a band so sometimes we'd go to the local guitar store and just browse over stuff together. He really liked that.
Rent a movie and make some popcorn!
Cook dinner together! It's fun and I am amazed that more people don't do it. You can make a whole event out of it by going to the store together, and then spending an evening alongise sharing a bottle of wine/beer...whatever you guys like to drink...and cooking up some yummy dishes.
Have a bonfire on the beach and make smores!
Take him on a hike!
etc....there are lots of affordable things you guys can do together without spending a lot of money!

See if there is a 99 cent store nearby - or go to any store and buy little items. Maybe make something for him. It will be important because you made it yourself.
Just be with him - make it a fun time. I have had a much better afternoon having lunch at McDonald's with a girl I really liked than having a real expensive dinner with someone I didn't get along with too well.
It's not the money - it's the thought. Showing him you care.

Being affectionate with him is the best. You can also prepare a good breakfast at home, or a nice dinner, and this could work too: light on some candles, make him to lay on his stomach, pour some lotion or oil ( whatever you have at home) on your hands and give him a nice massage starting on his feet and doing your way up to his back and neck..the end depends on you ;-)..but make it long!!!!!

Bring him a little treat like a sandwich, bottle of cheap wine and some chocolate and go for a picnic.

Feed him and clean up after him without complaining about it. Be nice all the time! If you want to cuss him out, wait untill the feeling passes and then talk to him with respect. Guys want to be respected more than anything.

buy him a plain white mug and inscribe something nice on it from you. Make him personal card, you know cut somepictures, paste some poems, etc.
