Whether you need a visa for the US depends upon your citizenship, not your residency.

A citizen of Singapore can travel to the US on the Visa Waiver.

You will definitely need a visa. Since he/she's coming from Singapore, he/she can't possibly cross the border just like Mexicans do. The kind of visa she needs depends on his/her purpose of coming here in the US. Is he/she coming to study, visit, migrate, marry someone?
They need to get information from the US embassy in Singapore or check out www.uscis.com (formerly INS).
