when i shut down windows me there is still power to the cpu

That can have many reasons. But in windows you can have that problem. It can be that you have a virus but there are more possibilities. If you read the link maybe it can help

You have to power it off manually after shutting down, it would probably say that it is ok to turn off your computer now. So you have to hit the power button.
Windows ME sucks. It was one of Microsoft's greatest embarassments. Get a real Operating System. Windows XP Pro is much better. But to go to that OS, you would probably have to cough up upwards of $300 for a new computer, because yours probably won't satisfy the system requirements to run XP.

how about you get a newer operating system, or any thing besides windows ME since ME is the worst operating system EVAH.
