I bought a refurb router that does not have the installation disc and Netgear only lists firmware updates, not setup software, on their website.

Remember that this is only a router and there is no set up software as you mentioned. You need just to connect this to your adsl broadband modem and reboot your pc. then open an internet and type in the address bar either 192.168.1.1 or 192.168.0.1 (bt voyager is the first one but believe netgear is the second one). Once you opened the browser then you need to type in admin in user name and password is your broadband password. If you dont have a broadband password dont worry just leave it blank but I suggest you create a password in that case. Then you will see all sort of option incluing the security ie. WEP or PASk etc. depending on what adaptors you have on your pc or laptop and whether they are compatible with WEP or the other one. Obviously if you then want to do a firmware upgrade you should follow their guidelines as how to do that safely but becareful during upgrade you will lose connection temporarily but do this whilst you connect your pc via an ethernet cable and not wireless as things could go wrong. good luck

You dont need software. Just type: 192.168.0.1 into your web browser address bar and hit enter, you will get a login screen.
Download the manual from Netgear, it will tell you the default id and password to login.

This details the free software / hardware support. I would contact them and ask where you may download the necessary software. Even if you purchased refurbished, I would have exptected a cd.
