Pit Bulls can be a serious threat, but can also be very sweet. As a breed characteristic, they need ample exercise and attention to bring out their best qualities.

Un-neutered males are the most likely to be agitated and bite.
If your neighbor is keeping his dog in such a manner, I would highly doubt that he cares much about nurturing his dog.

I think pits are beautiful dogs that end up in the hands of jerks.

That said, I would still call Animal Control. Pits here took down a herd of sheep (80) and killed a kindergartner. The breed is responsible for approx 70 deaths in the last 20 years. That is the most of any breed. That is deaths, not bites or mauling- those aren't included.

Just my opinion...............................

If your neighbor has that dog locked up in this HOT weather he is endangering it's life!! I'd suggest calling your nearest animal control agency and turning this person in. If you turn him in and they go and check it out they will be more equiped to find out if the dog is a danger or not. Also, if the dog is locked up 22 hours a day like you say....when is the dog ever really out to be around children or other neighbors animals or kids?? I'd call the animal control though.

First of all the people who own this dog need to realize that they are endangering the dogs life and should be more responsible with it. My suggestion is to call your local ASPCA or animal control center and report it.

As for your children's safety and yours you should stay away from the dog until you know the owners and if the dog is friendly or not.

Please call the ASPCA if you see anything more! People like that should not have pets.

Call the SPCA or your local animal control immediately.

He may or may not be dangerous, but the owners sure don't want to find out the hard way, is my guess.

Vote me best answer if this helps! Thanks, and good luck =D
