Sounds like you are young, and he is younger. Sounds like you are too intolerant. He is getting you into trouble? Try a little more patience.
Keep your composure and don't let him press your buttons. He is just bored and looking for a way to control the situation.
Don't give him what he wants. So what if he gets angry. You are in control of yourself, so quit blaming him if you choose to lose your cool.
He only continues to antagonize you because he knows he can get a rise out of you. So he is a "drama queen". You don't have to be!
He is just trying to exert some independence and to be in control of the situation. take back your self control........trust me, this is the best revenge.
As far as your brother, have your mom sign him up for karate or kung fu. This is a healthy way for him to get some of his own self control and burn off some of his excess energy. It will also get him out of your hair.

I have the same problem with my on brother I guess the best thing you can do is stay away from him if possible when he is hyper if you stay away from him then just ignore him and go about your business it is not easy but we have to try to get along and be at peace with each other

Thats what brothers are for... I have four of them.. But you can simply ignore him, he will get the message and go bother someone else in the house. They feed off your anger. Dont give into him, he is just looking for attention. That's it! maybe he needs attention. Play with him for a while, try to do something with him and tell him. "I will play with you for a while but when we are done I need my space. Try that... Hope that helps.

He's obviously determined to have your attention... you could try telling him that he can have your attention>>> either in a positive or a negative way.
If he wants it in a positive way, then tell him that he'll have to respect your needs... tell him you need your space>>> (time to yourself).
We all need space>>> some "ME" time.
If he ignorantly chooses the negative way, he needs to realize that it would cause resentment (bitterness) between the two of you... bitterness will not give him>>> peace & happiness.
