I have 2 pugs and the male always pee's on the female one. I have not been able to find anyway to make him stop.

All my pets are spayed and neutered and all my fosters (rescues) are immediately altered. Its a dominance thing. I have a 10 yr old female that marks.

We have used belly bands on males that mark in the house with a lot of success. Its kind of like an ace bandage wrapped around him and if he hikes he will pee on himself. You take it off when he is outside in a proper place to go.

Why isn't your female moving out of the way??

Once this activity starts it will probably not stop. You may be able to have the dog obey when you are around. What you are seeing here is a matter of dominance practised by dogs. It is part of how they establish the pecking order in a pack.
