Tell your little sister that what he is doing is wrong and that she needs to tell the school counselor.Tell her that you will go with her if she needs you. After that the proper authorities should get involved and they will remove her from his custody. I'm not sure that they will place her with you but at least she will be away from him and his molestation. As far as the murder, it will catch back up to him one way or another.
