learning english is like driving a car...................the more u practice the more u get expert................and practice can achieved through
1. Change your mode of communication completely to english both while speaking and writing in day to day life(dont worry about fumbling............it gets eliminated the more u practice)
2. As far as writing portion is concerned read good books and check out the meaning of the words which u dont know, make a diary go for at max five words a day, this helps in vocab
Also avoid slangs
read lots of quotations and try using them while writing(only a few but the good ones)
P.S.--remember these wont help u on the very first day they need due consideration and time

"Read more", is the answer I still give, since you don't have to depend on others and you can work at your own pace and according to your own interests.
The computer is a useful supplement: who, other than an automatic spell-check, will have the patience to underline every spelling mistake. Grammar checks, on the other hand have not developed to the point where they can be useful.
These are for the written word. For the spoken, I suggest the old radio. You must listen, unlike with T.V.

mylanguageexchange.com is a pretty neat website. Another way to improve and practice is to volunteer somewhere...either with children or the public. Working w/ children would be especially helpful.

PRACTICE, PRACTICE, PRACTICE......................
if you truly want to master it, try standing in front of a mirror and practice for a couple of hours a day. you will find within a week a noticeable difference. watch yourself closely and repeat words that you have a difficulty with.
